Smoking Policy

Introduction

  1. Northeastern University London (the University) is committed to maintaining a healthy and safe campus environment. 
  2. In provisions made under the Health Act 2006, all enclosed and substantially enclosed workplaces and public places are legally required to be smoke free. It is an offence to smoke in no smoking premises or to knowingly permit smoking in no smoking premises. Statutory fines could apply if this legislation is breached. 

Purpose

  1. The purpose of this Policy is to establish expectations for the University community that meet the legal requirements of the Health Act 2006 regarding Smoke Free Regulations, and to ensure that University buildings and vehicles covered by the legislation are compliant.

Scope

  1. This Policy applies to all staff, students, visitors and contractors. 
  2. This Policy applies to all University owned, leased or controlled premises.
  3. This Policy applies to all types of burnt and smoked products, including tobacco, herbal, electronic devices, and other devices or substances which may be used for the purpose of smoking.

No Smoking Areas

  1. Smoking is prohibited in all University buildings, whether owned or leased. This includes communal spaces that are not solely designated to the University such as stairwells, toilets, shower areas and corridors. This further includes the external terrace space provided by Devon House.
  2. Smoking is prohibited in front of University buildings. This is due to a risk to fire safety, smoke entering the building, and to not encroach on the private property of the immediate neighbours.
  3. For the avoidance of doubt, smoking is only permitted in or around the Devon House loading bay yard.
  4. Smoking is prohibited in any University owned, leased or hired vehicles.
  5. Members are reminded to respect the rights of others and be aware of local residents (businesses and personal residents), and avoid smoking near windows and air intakes.

Signage

  1. Signage will be displayed (as required and in line with legislation) in and on buildings, vehicles and areas where a higher risk of fire is present.

Breaches

  1. An initial breach of the Policy will be dealt with in an advisory way, accompanied by advice about what support for stopping smoking exists.
  2. Any subsequent breach of this Policy may lead to further action, which may include formal disciplinary action. The University reserves the right to by-pass the first advisory step, where appropriate.
  3. Any contractor or visitor who refuses to comply with the requirements of this Policy will be required to immediately leave the campus.

Provision for Smokers Who Wish to Give Up Smoking

  1. Any member wishing to stop smoking are able to utilise help, advice and support, available through the following services:
    1. University-provided support:
      1. Staff: Line Manager and Human Resources 
      2. Students: Student Support and Development 
    2. Public services:
      1. Local NHS stop smoking services, call 0800 022 4332 or https://www.nhs.uk/better-health/quit-smoking/
      2. Visit ASH (Action on Smoking and Health)
      3. Your local GP practice or pharmacy
